Installing the portal

I would really know how to install the portal. Is there another step or is there something else I need. I am not sure where to put the codes.

Can someone one help me?

(If you're installing on 3.0.x, unzip the portal and follow the Installation Guide.txt file.)

If you're installing on 2.3.x, unzip the portal and follow the instruction file Readme.html, and choose the appropriate option at the top. Once chosen, the selected directions tell you where the file is located, what lines to look for and what to replace them with. IMO, the best editor to use is ConText, it keeps the formatting of PHP files when saving.
